I don’t hate 4S, but since I am willing to outbid any opposing bid through 4S, I’ll walk the dog here with 1S. We might even get doubled.
It would be useful to get the vulnerability here, as the best bid could be a Namyats. Besides, as you are sure to compete up to 3♠ and perhaps beyond, why miss the 110 or 140 available score by imposing a failing 4♠? A sound option is to give partner the opportunity to tell you of 2 tricks her side, a safe rocket to game.

To me 4 spades is the only bid that meets several requirements: It will probably make, it takes a lot of bidding space for the opponents, and slam doesn’t seems likely with a passed partner

With 3 high spades and a singleton diamond what is a reason not to bid 3S?===
I would be tempted to bid 4S but the fact that North passed would make me cautious and go for 1S hoping to et some support from partner and also noting opponents calls.
I don’t know if I am vul or not and is this IMPS or MPs. Makes a big difference. Vul vs not at MPs makes a huge difference
I would open with 1S assuming we are Vul and opp not. Also my P(N) may have 10/11 points so chance of a slam bidding option should be open.
playing Namyats opening 4♦️= xfer to 4♠️ (p may re-xfer w/4♥️ -> opener as declarer)
This is a strong hand, but my partner is passed and I can very well 4 to 5 losing tricks. So my best chance is 4S.
I have the opportunity to bid again as all the HCP are in opps.
