Your hand is worth four hearts, but where are the spades? Partner has them, in which case a bid of four hearts will get four spades from him. I would take a calculated underbid and start with two hearts to let partner get his spades off his chest. After he bids two spades (game-forcing), I will repeat my hearts and then try no-trump. That should, I hope, slow him down.
