This hand is too weak for a reverse of two of hearts, so I would make a slightly heavy raise to two spades, which is the default action with this shape and 11-14 points. A 15-count could technically go either way, and the singleton queen persuades me to go low. As usual in my book, a hand with three trumps and a singleton equates to a four-card raise.
